1. Content and Object of ��One-Building�� System

ervices are provided for these who come from foreign countries or other
Chinese provinces to invest the following projects in Guizhou province.
(1) Provincial key projects for attraction of foreign business and
capital; (2) Projects examined and approved at provincial level; (3)
Projects, not being coordinated or solved at prefecture level, to be
arranged, coordinated, examined and approved at provincial level; (4)
Projects, demanded by investors to be examined, approved and registered
at provincial level (including registered enterprises). The system also
recommends projects for investors, handles application, examination and
approval, registration check, and certificate issue, and provides
consulting services concerning laws, regulations and policies.

2. Office of ��One-building�� System

he ��One-Building�� office is composed of related organs involved in
foreign investment. The office requires that each organ publicize its
requirements and procedures, standardize its services, carry out regular
administration, and provide quality, efficient, easy, standardized and
warm-hearted services for investors. Under the leadership of the
provincial people��s government, the work of the office is organized and
coordinated by a deputy secretary-general from the provincial people��s
government. The provincial investment promotion bureau is responsible for
the office routine work. The Provincial Service Center for Foreign
Investment attends to specific and relevant matters.

The members of the office are from the Provincial Development Planning
Commission, Provincial Economic and Trade Commission, Provincial
Department of Education, Provincial Department of Science and Technology,
Provincial Department of Public Security, Provincial Department of
Finance, Provincial Department or Personnel, Provincial Department of
Labor and Social Security, Provincial Department of Land and Resources,
Provincial Department of Construction, Provincial Department of Culture,
Provincial Department of Health, Provincial Administration of Local
Taxation, Provincial Administration of Environmental Protection,
Provincial Administration for Industry and Commerce, Provincial Bureau of
Quality and Technical Supervision, Provincial Administration for Drug,
Provincial Administration of Tourism, Provincial Office of Foreign
Affairs (and Overseas Chinese Affairs), Provincial Price Bureau,
Provincial Administration of State Taxation, Provincial Entry and Exit,
Commodities Inspection and Quarantine, Guiyang Customs, Guiyang Railway
Sub-bureau, Central Branch of the People��s Bank, Guizhou Branch of the
State Administration of Foreign Exchange, and Provincial Bureau of
Electricity Power. Of these organs, the Provincial Planning Development
Commission, Provincial Economic and Trade Commission, Provincial
Department of Land and Resources, Provincial Department of Foreign Trade
and Economic Cooperation, Provincial Bureau of Environmental Protection,
Provincial Administration for Industry and Commerce, Provincial
Administration for Industry and Commerce, Provincial Administration of
State Taxation and Guiyang Customs designate specific officials to have
joint arrangements in the office on a regular day per week. They will
deal with relevant matters about applications, examination and approval,
provide consultation and other services for investors. In accordance with
the needs of the office, Other members will designate liaison officers
who are familiar with foreign trade and business to participate at any
time in coordination involving their own departments.

Every member organ must have a leader responsible for the work of the
office.

3. Working Ways

(1) The office is a provincial service window for investors. The working
members of liaison officers from different units perform their duties on
behalf of their departments. Consultation, examination and approval,
certificate accomplishment and issue, and other services should be
finished within the office as far as possible, except those that must be
taken back to their departments for study or transaction. Ratified
documents and certificates should be issued directly to applicants from
the office windows.

(2) The work of the office is conducted in the light of the principle of
��unified management, tracking service, time-limited attendance and
unified delivery�� . When any case of external investment is accepted or
registered, certain functional departments should provide tracking
services, finish the examination and approval, or make a reply, according
to the procedures or checked time limitation.

(3) If investors apply on the day when it is not a joint arrangement, the
representative from the provincial service center for foreign investment
is responsible for the application.

(4) With the target of providing quality, standardized, efficient, easy
and warm-hearted services, the member units should publicize their
working procedures, application conditions and time limitation for
attendance to improve the transparency and efficiency.

(5) The Provincial Investment Promotion Bureau (the provincial bureau for
inter-regional economic cooperation) organizes a regular meeting to solve
the problems in operation of the office so as to improve its quality and
services. The provincial investment promotion bureau will also hold
irregular joint-coordination meetings to solve influential and difficult
problems, according to the arrangements by the provincial people��s
government and provincial leaders, or for actual situations.

(6) In order to provide active services for investors the office should
make full use of the ��Guizhou info net of investment promotion�� and the
project database for investment promotion sponsored by the Provincial
Investment Promotion Bureau and Guizhou Mobile Telecom Company. In order
to improve efficiency, the office exercises the management through
computer network. By means of technologies of computer and network, the
information system for internal management has been set up. The system
will gradually be connected with national and provincial networks
concerned to promote the ��one-building�� services in an overall way.

(7) The staff of the office should observe working discipline and set up
good image to improve efficiency and provide quality services, with warm
heart, civilized manners, standardized behavior and strict requirements.
