Trade surplus rocketing brings pressure

www.chinanews.cn 2005-07-28 09:16:53

(Source: China Daily)

A woman works in an export-oriented textile mill in East China An'hui
Province, June, 2005.

July 28 - China's foreign trade surplus stood at 39.6 billion US dollars
in the first half of this year, almost equal to the total trade surplus
for the whole year of 2004, intensifying the country's trade disputes
with major trade partners.
In the first six months of the year, exports reached 342.3 billion US
dollars, up 32.7 percent as against imports of 302.7 billion US dollars,
up 14 percent, which is 29 percentage points lower than the same period
last year, the National Bureau of Statistics (NBS) said.
The soaring trade surplus has led to increasing overseas protectionist
measures against Chinese goods.
The country's trade surplus against the United States and Europe Union
reached 49.1 billion US dollars and 31.6 US dollars, up 56.4 percent and
130 percent, respectively.
Too much of a trade surplus does no good to the economy of China, which
wants a basic trade balance, an expert said, noting the Renminbi
appreciation should help China expand imports and curb soaring exports.
Although China's trade volume ranks third in the world, the quality of
and profits from the trade still remain a low level, the expert said.
Therefore, the RMB appreciation and the reform of the foreign exchange
rating mechanism should help China to shrink its trade surplus and ease
international pressure in the long run, the expert said.

RMB reform to follow "China's pace"

www.chinanews.cn 2005-07-22 14:51:18

Chinanews, Beijing Bureau, July 21 (by Li Peng) - The long-expected
reform of the RMB currency regime was launched on July 21. With effect on
that day, China will begin to implement a managed floating rate currency
regime based on market supply and demand and referenced to a basket of
currencies for adjustment.
The "surprise" reform opportunity fits the reform policy of China's
internal needs. From this one can see that the RMB currency regime change
has chosen to follow "China's pace".
Regarding this round of RMB currency reform, Yu Yongding, member of the
Monetary Policy Committee of China's Central Bank said when interviewed
by the media that "Reform has been expected for a long time, the
direction is correct."
Tan Yaling, international financial experts on Chinese banking, said to
reporters that the Central Bank's reform of the RMB currency regime
showed the international community a certain tendency and would
strengthen subsequent initiatives in international co-operation.
Although the RMB's reform pressure has increased without any letup in
recent years, Ba Shusong, deputy director of the Finance Bureau of the
Development Research Center under the State Council, said when
interviewed by reporters that this round of RMB currency regime change
would be at the initiative of China's currency administration.
In recent years, China has been making preparation for this and reform
would follow a schedule in its step by step implementation.
Ba believed that China is a major country and the independence of its
currency policy is very important to China and this round of reform
enables China's central bank to obtain more room to decide on its
currency policy.
Regarding the impact of RMB currency reforms, China's central bank has
announced that "overall pluses outweigh minuses" and emphasized there
would not be major fluctuations in the RMB currency rates.
According to the request of China's premier Wen Jiabao, RMB currency
regime reform implementation follows "independent initiative, ability to
control and gradualist" principles, meaning that this reform must follow
"China's pace".

On July 14th, A pomegranate tree planted by a family in Dongming Village
of Hebei's Xinle City yielded six pomegranates on one stalk, attracting
many neighbors. The housemaster said that the tree was four years old and
this was the second year the tree yielded fruits. Twin or three
pomegranates on a stalk is not uncommon, but it is rare to see six on one
stalk.

Large-scale expedition across Qinghai-Tibet Plateau

www.chinanews.cn 2005-07-14 15:22:53

Tents at the foot of the snow-covered mountain was pictured in
Qinghai-Tibet Plateau on June 17, 2005. The first ever large-scale
scientific expedition across Hoh Xil uninhabited region in central
Qinghai-Tibet Plateau will kick off in Sept. this year and will last
three years. Alpine coldness, lack of oxygen, and hostile natural
conditions make Hoh Xil China's largest and the world's third largest
uninhabited region. It is also China's last untouched natural land which
still maintains its original state. It is therefore cited as a "forbidden
zone for man."

China, US reach deal on IPR protection

www.chinanews.cn 2005-07-12 08:49:24

(Source: Xinhuanet)

BEIJING, July 11 - Top Chinese and US trade officials wrapped up their
day-long negotiation here Monday with consensus on intellectual property
rights (IPR) protection.
The annual session of the Joint Committee on Commerce and Trade(JCCT) was
jointly chaired by Chinese Vice-Premier Wu Yi and US Secretary of
Commerce Carlos Gutierrez and US Trade Representative Robert Portman.
The two sides agreed to set up cooperation mechanisms on cross border
prosecutions for IPR violations and on the protection of movie copy
rights, sources with the Chinese Ministry of Commerce said.
In addition to IPR protection, the two sides also agreed to establish a
dialogue mechanism for security monitoring agencies and a joint working
team under the framework of the JCCT on tourism cooperation.
No breakthrough was made on the highly debated textile disputes. But the
United States agreed to use the special restrictive measures on textile
products with caution.
Meanwhile, the two sides agreed to conduct substantial consultation on
the textile issues as soon as possible with a positive and responsible
attitude, sources with the Chinese delegation said.

Organization (SCO) July 5. (Photo: Xinhua)

ASTANA, Kazakhstan, July 5 - Chinese President Hu Jintao said at an SCO
summit in the Kazakh capital of Astana that members of the organization
should strive to translate the organization's cooperation potential into
actual results and adequately cope with challenges brought by complex
international and regional changes.
Hu listed security, economic and human resources cooperation as primary
tasks facing the organization.
Hu urged member countries and the whole region to promote the
implementation of documents and agreements on fighting extremism,
separatism and terrorism, and conduct effective information exchange and
step up research on the establishment of emergency mechanisms.
On economic cooperation, Hu asked for more efforts to implement a
multilateral economic cooperation plan and work for the early
establishment of a banking union. He also asked to explore bilateral and
multilateral cooperation modes that involve both governments and
enterprises.
Hu said China has decided to offer even more preferential terms for the
900-million-US dollar buyer's export credit it promised to other SCO
members at the Tashkent summit last year.
On human resources cooperation, the Chinese president urged members to
boost collaboration in culture, disaster relief, education, tourism and
media.
He said China would set aside a special fund for the training of 1,500
people from other SCO member countries within the next three years.

China expects 8.6% GDP growth this year

www.chinanews.cn 2005-07-04 14:16:36

Chinanews, Beijing, July 4 (By Yu Jingbo) - The Centre for China in the
World Economy (CCWE) of Tsinghua University published a report on July 3,
predicting a downward trend in China's GDP growth this year. The
country's overall GDP growth rate is expected to reach 8.6% this year,
and the CPI growth rate will fall from positive to negative in the second
half of this year.
After nearly two years of high-speed growth, China's economy seems to
have entered a transitional period. There are also increasingly heated
talks on the trend of Chinese economy. This macroeconometric modelCbased
report of Tsinghua University estimates that China's GDP growth rate will
be 8.9%, 7.9% and 8% in the second, third and fourth quarter of this
year, and the year's average GDP growth rate will reach 8.6%. China's CPI
will start negative growth in the third quarter this year, and the CPI
will fall 0.81% and 0.62% in the last two quarters respectively.
Song Guoqing, an economist with Peking University, said that if the
report is correct, China will face the most serious deflation in the
history. Wang Xiaoguang with the Institute of Macroeconomics of the
National Development and Reform Committee believes that the current high
economic growth rate and low inflation rate compliment each other and
deflation is not likely.

China forbids foreign sellers of Olympic goods

www.chinanews.cn 2006-05-03 14:15:30

Chinanews, May 3 -The Beijing Organizing Committee for the Games of the
XXIX Olympiad (BOCOG) stated the other day that China forbids foreign
merchants from selling 2008 Beijing Olympic commodities at present.
Should China change this policy, BOCOG would publish recruitment
information on its official website. A related official of BOCOG's
marketing department also revealed that currently, China does not plan to
grant the 2008 Beijing Olympic goods licenses to those small and
medium-sized investors, but to some enterprises with certain economic
strength and experience as a brand agent. He indicated that small and
medium-sized investors will be released from this "ban" after 2007, but
at that time those licensed merchants have to set up their shops in areas
of high consumption levels, comparatively large numbers of business
guests and tourists from other areas. Each store should be larger than 30
square meters. There are now more than 160 licensed shops selling 2008
Beijing Olympics goods in China. Toys, commemorative badges and garments
are the most popular Olympic goods.

Natural resources restrict economic development

www.chinanews.cn 2006-04-24 17:42:09

Chinanews, Beijing, Apr.24 (By Zhao Shengyu and Han Jingyi) - China's
Vice Minister of Land and Resources Lu Xinshe said on April 22nd that
land, fresh water, energy, mineral resources and environment conditions
pose a serious restriction on China's economic development.
This April 22 was the 37th World Earth Day, and this year's main theme
set by the Ministry of Land and Resources is "kindly treat the Earth and
treasure resources".
Lu said in a commemorative activity held by the Ministry of Land and
Resources on the 22nd that the present and a very long period in the
future would be highlighted with contradictions between resources supply
and demand, and also high incidence of conflicts and appeals of resources
and interests. To alleviate the tension that economic and social
development conflicts with resources and the environment is a long-term
and arduous task.

China says no to the 10% iron ore price hike

www.chinanews.cn 2006-04-19 16:46:33

Chinanews, Apr.19 - According to convention, the 2006 iron ore trade
agreement between China and foreign nations should have been reached by
April 1st. However, after four rounds of seesaw negotiations, neither the
purchaser nor the seller would compromise in mid April.
"We will never accept the 10% price hike," reiterated China Iron & Steel
Association secretary-general Luo Bingsheng on the 17th.
Amongst the price bottom lines put forward by world's three largest iron
ore suppliers, the 10% price hike suggested by the Australian supplier is
the lowest but still hard to accept for Chinese companies. After all this
is another disaster after the price surge last year. Moreover, Companhia
Vale do Rio Doce (CVRD) brought forward a more unreasonable price growth
of as high as 24%, which is more unacceptable for China. Without reaching
agreements with any importer, the CVRD spokesperson boldly announced on
March 29 the 24% iron ore price hike for the year 2006.
Hence this year's price negotiation is a life-or-death battle. Last year,
iron ore price skyrocketed 75% and caused Chinese steel producers serious
losses of 5.7 billion US dollars. As a result, China should do something
to stop the suppliers from raising the price at will. Consequently, the
seesaw battle between the two sides will continue, but Chinese
enterprises are determined to stick it out.
Since China has become the world's largest iron ore importer, importers
from Europe, Japan and the US all wish China to withstand the pressure
during the negotiations with those three largest iron ore exporters.
Shouldering the responsibility of the biggest importer, China must stand
firm this time.
